Should More Government Grants Go To Individual People?

What organizations are going to be the recipients of the Obama government grants that he is giving out? Will these grants continue to go to the same colleges and organizations that have been getting them the past eight years or will new ones get them. Now that the economy is so bad and so many people are having a tough time staying afloat, maybe more of this grant money should go to individuals who can prove that they have a genuine need for it. Right now, it is individual people that are hurting all across this country and those are the ones who have the real need.
